NSW Budget 2025: the impact for your small business

The 2025–26 New South Wales State Budget was handed down on 24 June by NSW Treasurer, The Hon Daniel Mookhey MLC. The Budget outlines a range of initiatives that will have implications for businesses operating across New South Wales.

While the Budget includes broader economic measures related to cost-of-living relief, infrastructure and education investment, it also delivers targeted reforms aimed at enhancing the State’s business and investment environment.

In the Treasurer’s words:

“For the workers, managers, entrepreneurs, innovators, investors and businesses wanting to expand in NSW, wanting to create more jobs, wanting to earn or pay higher wages – this Labor Budget delivers even more reform.”

Below is a summary of the key Budget announcements relevant to business owners and operators:

  • Establishment of the Investment Delivery Authority: A new Investment Delivery Authority (IDA) will be established, modelled on the existing Housing Delivery Authority. The IDA will be responsible for expediting approvals for non-residential projects with a value exceeding $1 billion.The objective is to streamline regulatory processes, reduce project delays, and bring forward up to $50 billion annually in private sector investment. Priority project categories will include renewable energy infrastructure, data centres, hotels, and logistics precincts—sectors expected to generate employment, enhance productivity, and improve overall living standards.
  • Introduction of the NSW Innovation Blueprint: The Government will implement a $79.2 million Innovation Blueprint to support the growth of emerging technologies, commercialisation activities, and advanced manufacturing.The initiative aims to enhance the start-up ecosystem by improving access to incubators, accelerators, and venture capital. An additional $472.9 million has been earmarked for biodiversity and land management programs to strengthen regional economic development and support primary industries.
  • Investment in Public Education and School Infrastructure: The State and Federal Labor governments have signed a joint agreement to inject $10.4 billion into public education over the next 10 years.Budget 2025 includes $9.0 billion over four years to construct and upgrade school facilities across high-growth areas of NSW. Funding has been allocated to build four new schools and upgrade nine existing schools, creating potential opportunities for builders, contractors, and allied trades.
  • Social Housing and Build-to-Rent Incentives: A landmark $5.1 billion commitment was made to construct 8,400 new social housing dwellings, with half allocated for victim-survivors of family and domestic violence. In addition, the 50% land tax discount for eligible build-to-rent projects will be made permanent. This reform provides greater certainty for developers and signals the State’s continued support for alternative housing models aimed at increasing supply and affordability. As the Treasurer stated: “I am announcing a nation-leading market intervention to get the private sector to build, build, and build even more homes for our citizens to buy and rent.”
  • Increased Investment in TAFE and Skills Development: To address anticipated labour shortages in construction and infrastructure delivery, the Budget provides $3.4 billion in funding for TAFE and vocational training—an uplift of $1.2 billion over four years. Key initiatives include: training 23,000 new construction workers, upskilling 4,800 existing tradespeople to be site-ready, expanding school-based career expos, providing 3,000 ‘Try-a-Trade’ placements and investing $78 million to transition casual TAFE teachers to permanent roles.
